Guidance Concerning the Design and Implementation of Teacher and Leader Evaluation Systems

States are under increased pressure to meet deadlines and requirements within Race to the Top, the Teacher Incentive Fund, and Elementary and Secondary Education Act flexibility waivers. In this June 2013 presentation at the “Beyond Compliance: Embracing Teacher Appraisal” conference in Indiana, Lynn Holdheide suggests some guiding principles for teacher evaluation systems. She provides eight considerations for teachers of students with disabilities when developing teacher evaluation systems. State examples are provided for each consideration, including Rhode Island, Ohio, Delaware, Pennsylvania, and Nevada.
