Scientifically Based Reading Instruction Innovation Configuration

This innovation configuration is included in Chapter 2 of the biennial report, America's Challenge: Effective Teachers for At-Risk Schools and Students, and was developed as a tool for regional centers, states, and teacher preparation programs to improve the reading instructional skills of teachers. Scientifically based reading instruction includes the following components: phonemic awareness, phonics, fluency, vocabulary, and comprehension. Specific uses of this tool include the following: evaluation and improvement of teacher preparation and professional development in reading instruction, examination and improvement of scientific professional association standards for teacher preparation, and improved state teacher licensure standards and teacher preparation approval.
